Redcliffe Area Traffic Study: Enhancing Connectivity and Community Safety

The Redcliffe Area Traffic Study is a strategic initiative commissioned by the City of Belmont to comprehensively assess traffic flow within the Redcliffe area for the short, medium, and long term.

The primary objective of this project was to identify preferred network improvements that will enhance connectivity to the wider Belmont area and the regional road network, while also establishing necessary safety and amenity improvements to better serve the community.

Transcore was commissioned by the City of Belmont to conduct microsimulation transport modelling for this study. This advanced modelling technique enables detailed analysis of traffic patterns and behaviours under various conditions, allowing for accurate predictions on how land use and changes in the network might influence overall traffic flow.

In preparation for this modelling, extensive data collection and site observations were undertaken by Transcore in collaboration with the City of Belmont and Perth Airport.

Recognising the importance of community input, the City of Belmont sought feedback from residents, workers, and visitors to gain a deeper understanding of their experiences in the area.

Phase One of the City’s community engagement process involved various mechanisms.  Digital engagement via an interactive mapping tool and survey was posted on the City’s Belmont Connect page, along with social media posts, targeted emails to key stakeholders, digital screens, posters, flyers, and an e-Newsletter.  Print media engagement included a letter to Redcliffe residents and ratepayers, Perth Now advertisement and hard copy surveys for the elderly demographic.  The City also conducted two drop-in sessions and a pop-up information and engagement session.  This valued feedback was considered by the traffic consultant in their development of the microsimulation models to enable analysis of various network change and traffic calming scenarios in response to concerns of those who use the roads.

Phase Two of the engagement process invited feedback against the draft Redcliffe Area Traffic Study reports and recommendations that were uploaded on Belmont Connect.  City officers then provided comments against all feedback which was included in the Engagement Report and made publicly available, to acknowledge and close the consultation loop.  Council unanimously endorsed the Redcliffe Area Traffic Study at their 27 May Ordinary Council Meeting.  Implementation of the short-, medium- and long-term recommendations will now be subject to funding considerations and the City’s standard budget process.    

As part of this complex project, Transcore and the City liaised with key stakeholders, including Main Roads WA, Public Transport Authority, Department of Planning, Lands and Heritage (DPLH), Perth Airport, local Schools, and community groups.
